Resolved Question: What was the name of this stupid movie?

I doubt anyone will remember it especially because it was an indie film and it sucked. It was about a a young woman who had a criminal history like bad check writing or something lame and she moves to a small town possibly in Canada, and works in a diner. She has long hair and an older moderately known actress plays a woman who takes her in. Then her past catches up with her. It would've been late 1990's early 2000's and was a flop even though the screenplay sold for $4 million. I keep feeling like the title has some of these words in it: smoke, house, American.
